v     On Tuesday, Feb. 9, the full committee will examine financial transmission rights and other electricity market mechanisms.   Witnesses will include Chairman Jon Wellinghoff, Federal Energy Regulatory Commission; Chairman Gary Gensler, Commodity Futures Trading Commission;  Elizabeth Moler, representing the Edison Electric Institute and the Electric Power Supply Association; Vince Duane, vice president and general counsel, PJM Interconnection; and Michael Henderson, representing the Arkansas Rural Electric Cooperatives, Little Rock.  (Dirksen 366 at 10:00 a.m.)
 
v     On Tuesday, Feb. 9, the Subcommittee on Water and Power will receive testimony on the Bureau of Reclamation’s implementation of the SECURE Water Act (Title 9501 of P.L. 111-11), and on its Conservation Initiative, including the Challenge Grant Program, the Basin Study Program and the Title XVI Program.  Witnesses will include Commissioner Michael Connor, Bureau of Reclamation, U.S. Department of the Interior; Melinda Kassen, managing director, western water project, Trout Unlimited, Boulder, CO; Dan Keppen, executive director, Family Farm Alliance, Klamath Falls, OR; Pat Mulroy, representing the Colorado River Basis states, Las Vegas, NV;  and Tony Pack, general manager, Eastern Municipal Water District, Perris, CA.   (Dirksen 366 at 2:30 p.m.)
 
v    On Wednesday, Feb. 10, the full committee will meet to consider the proposed budget for the Department of the Interior.   Interior Secretary Ken Salazar will testify.   (For Chairman Bingaman’s thoughts on the DOI’s FY11 budget request, click here.In conjunction with this hearing, once a reporting quorum of senators is reached, the chairman will convene a business meeting to vote on the pending nominations of Larry Persily to be Federal coordinator for Alaska Natural Gas Transmission Projects, and Patricia Hoffman to be Assistant Secretary of Energy for Electricity Delivery and Energy Reliability.  (Dirksen 366 at 9:30 a.m.)
