  • Feb 8 2005 12:00AM: Oversight hearing by Subcommittee on Public Lands and Forests on the implementation of Titles I - III of the Secure Rural Schools and Community Self-Determination Act of 2000, Public Law 106-393, 114 Stat. 1607 {commonly known as the "County Payments" legislation}.  Title I - entitled "Secure Payments for States and Counties Containing Federal Lands" - provides for stabilized federal land revenue-sharing with States to benefit public education and public roads programs.  Title II - entitled "Special Projects on Federal Lands" - authorizes Resources Advisory Committees to use federal payments on projects they recommend to improve natural resource conditions on federal lands.  Title III - entitled "County Projects" authorizes counties to use federal payments to reimburse county-provided emergency services and pay for county -provided forestry education, fire prevention planning and services.  (3)   S.
